Whenever I send hi to my Google Chat friend, I receive an error message. You cannot message and the friend's name. Why?

Thomas's assumption is correct. The other person has blocked you.

The only solution is to reach out to the person and ask him to unblock you. You might need another Google Chat ID or Gmail to reach him. It is the only solution, sorry kiddo.
