Google is about to use Protective Audience API instead of third-party cookies in their ads industry. Don't you think it is an intrusion on user privacy?

OK, I understand the Protective Audience API is not using cookies to track user behavior. Then how does this technology get the data to show the right advertisements for the right audience?
