How do I tell Google not to index the archive pages of my Blogspot blog? I do not want Google or Bing to index the following types of pages.

domain.com/2024/02/

domain.com/2024/

Is there any robots.txt rule?

You can add the following meta tag on the pages you wish not to appear in Google and Bing Search results.

<meta  name='robots'    content='noindex'/>

True, they are dynamically created pages.
